Good golly gee.
1. Its management culture ie dismissing engineer warnings of possible problems with the shuttle and failing to learn from past mistakes such as Challenger; its mission to make muslims feel good about themselves...you know there is the multibillion dollar self-help industry to that problem just pick any schlockmeister's touchy-feely book on how to feel good about yourself.
2. NASA's gone from a 'can-do' attitude to 'well we'll get to it eventually' attitude.
3. Private industry is doing their own R&D which they're doing it better and cheaper while NASA has to go on E-Bay for parts for the aging Space Shuttle which set to retire and now we have to hitch a ride with the freaking ruskis in their craptacular rockets to get our sorry asses into space.
Private industry won't be able to handle such jobs for quite some time yet.
