A tax is not a tax until they need it to be a tax. For months during the health care debate Obama insisted the health insurance mandate was not a tax, since that would have meant breaking his pledge not to raise taxes on people making less than $250k. Now that it is law it is being challenged in court on the grounds that the mandate is unconstitutional. Obama’s answer? It’s constitutional because it is a tax and the constitution gives the government the right to levy taxes.

The action speaks louder than what label it's given. They could call it a 'donation' and it'd still be nothing more than a tax.
