Because the administrators have the key to the safe. My local school system is an example. They are a fiscal mess. First of all, the building looks like the Taj Mahal. They spent gazzillions on it. The football field and the soccer field have been re done with field turf. They have an indoor swimming pool and NFL style weight room. Etc, etc. They are also top heavy in adminstration. Superintendents, Principles, and assisitant principles all earning near or over six figures. Each one also has several admin assisitants. In one building where they house three grades, they employ four psychologists. Why the hell do we need so many shrinks? The school system also has hired a P.R. specialist who's job is to communicate with the media. She didn't come cheap either. But we do get to see her smiling face on T.V. from time to time.
So the school system is out of money. So what is their answer? FIRE ALL OF THE AIDES! You know the ones who are earning 12 to 15 grand a year. The ones that parents, teachers and special needs students depend on to get them through the day. They could save the jobs of four valuable aids by eliminating their P.R. chick. But of course they won't. They could cut 25% of their admin, save real money and not effect the quality of education one bit. They would rather cut the meat than the fat.
It is the same all over. Schools are the educators' version of welfair fraud.
In my area, consider: Schools get $12K/kid/yr. With 30/class and 1 teacher: $360,000 less $80,000 for teacher salary & benefits less $20,000 for books, paste, hamster = $260,000 going somewhere. (buildings are usually paid for and no taxes).
School are a black hole of local and union fraud and corruption. Their 1st goal is stealing money for themselves. 2nd stealing for teachers. The last is education.
